Governor's Outfit	Find one of the Treasure Maps in the Nassau Warehouse. It leads to a Buried Treasure in Isla Providencia (Coordinates 487, 11)
Haytham Kenway's Overcoat	Collect all portraits for the Great Inagua Manor and follow the treasure map reward to the dig spot on Great Inagua (Coordinates 820, 430)
Hellion Armor	Purchase Hellfire Character Pack DLC.
Master Assassin Outfit	Complete the "Art Lover" side quest on Great Inagua by collecting 25 pieces of art in total.

Shade and Shadow Robes	Obtain four Preserved Map Pieces from Warehouse raids and piece them together at the Treasure Dealer in Great Inagua. Follow it to the dig site on Sacrifice Island (Coordinates 14, 554)

Outfits in Black Flag Resynced have no function and it doesn't matter what you wear. That a change from the original game where some outfits could have certain effects - a role now performed by various trinkets you can equip.

That means your choice of outfit is fully dictated by fashion and personal preference as you explore Assassin's Creed Black Flag Resynced, and the general vibe you want to give off. Speaking personally, I am enormously fond of Captain Morgan's Redingote, which is probably the most "piratey" outfit in the whole game.
