Completing a //BLACKNET dossier is a multi-part task. You first need to find a Blacknet Target, which is a person marked by a yellow head icon on your map. Once you consume this target, a Blacknet Terminal will appear as a yellow star on your map. Access the terminal to officially start this mission.
Not all of the Blacknet Targets are available right away, and their locations are random. Complete more of the story mission to unlock more targets, and check your dossier progress in the pause menu.

This maneuver works against helicopters, rocket launcher-wielding foot soldiers, and tanks. Once you have the shield ability, simply press the required button when the prompt appears.
Cannonball!

20 or more kills with a single Hammerfist dive attack
Once you’ve unlocked the Hammerfist, leap into the air, target an enemy, and hold the attack button to perform a dive attack. The best places to pull this off are inside a lair, on a crowded sidewalk, or Red Zone’s central park.
Compulsive Eater

5 consumes in 10 seconds or less
Very easy. Find a crowded sidewalk, enter a lair, or go to central park and grab with B/Circle and consume immediately with Y/Triangle. Even with the occasional elaborate animation, you’ll have no problem with this one.
