Victory Plaza
1: Once you have the mist form and have returned to Victory Plaza, run to where the Riot Police first tossed down a mine and the memorial will be directly to the left of it.
2: Just after you drop down the vent in mist form and ride the elevator in the garage up to the next room, climb the stairs and go to the far left side. Use mist form to go through the bars and the shrine will be against the back wall.
3: Just after the previous memorial, restore power to the large elevator and then ride it up a floor. This memorial will to the left against the balcony wall.
