  First you have to unlock Napoleon, to do that you have to beat Catherine the great to win a game, when you do you will get a medal in the medal case that says fall of the lady the medal will unlock napoleon. after defeating Catherine you will have to beat napoleon to win a game this will give you a medal that says order of san dimas the medal will unlock European 2 uniform.

  When you get a set of 3 or more cards cash them in at the start of your turn and this will bring you into the pause menu screen. Just click on risk cards and keep trading them in
