In addition to the obvious effects on water and fire attacks, rain changes the way a few other Pokemon moves work. Restorative moves like Synthesis, Moonlight, and Morning Sun recover only 25 percent of a Pokemon's hit points when it rains. The powerful Solar Beam gets a real damper, as it requires two turns to charge during rainy weather.
Thereis also a large number of abilities that benefit from the rain. Manaphy (still one of our favorites) has the Hydration ability, which uses the rain to cure any status problems it might have. This nifty ability also allows it to use Rest without a sleeping penalty. Several water Pokemon have the Swift Swim ability, which doubles their speed in the rain. A water Pokemon with well-rounded stats, like Kingdra, becomes even more of a handful in rainy weather.
Pokemon with the Dry Skin ability get some much needed moisturization, thanks to the rain. They'll recover hit points during every turn and get even more replenished if someone is stupid enough to strike them with a water attack. Lastly, there's the Rain Dish ability, which is exclusive to Ludicolo (and its previous forms). This ability lets Ludicolo recover hit points during every turn when the rain is on.
