Climb up into the junkyard, which is west of Headquarters, under the intersecting highways. The note is sitting on some leftover seats outside an office.

Climb up into the junkyard, which is west of Headquarters, under the intersecting highways. Clear out any zombies or bandits in order to get uninterrupted access to the safe house. The note is next to the bed.

Large Safe House, West of Headquarters
Run about 200 metres west from Headquarters and look for a large inhabited safe house near a minor highway overpass. Look for the room with the makeshift altar with the candles to find the note.
