Chunder Wheel
One of the first new locations you'll notice is the fairgrounds, and the central attraction is the mammoth Chunder Wheel. Just head north from the Washington Beach neighborhood, and you'll be able to forget about the pressures of being a petty crime lord for a little while. Not only are the fairgrounds a pleasant distraction from the ills of Vice, but you'll be able to ride all the rides - just like with the vehicles, if you see it, you can hop into it.
The rides are good for more than just a quick, non-interactive vicarious thrill, especially the Chunder Wheel, which offers a unique vantage point over the neighboring areas. Bring a pair of binoculars with you for some people watching, or lug up a heavy sniper rifle for monocular fun.Vic was a soldier, after all.
