Firstly, Bungie has realised that announcing that a total reboot of Destinys' levelling system is coming in next month's Taken King expansion has disincentivised anyone from playing for the next four weeks, and is trying to draw us back in with exciting shiny trinkets. Secondly, full of regret at the madness, obsession, and negativity wreaked upon the community by the most overpowered of (now nerfed) rocket launchers, it has decided to raze the whole problem to the ground by effectively just giving one to everyone before the game moves on.
