Rockstar didn't specify how matchmaking will occur outside of the optional heists and other missions; Red Dead Redemption hosted lobbies of about 16 players who were free to team up, feud, or completely ignore each other in favor of more structured content, so we may see the same approach here.
Although the trailer only mentioned races and deathmatches as potential player creations, we can always hope for an endless stream of player-made heists to enter the rotation someday.
