Hideo Kojima had to wait 4 years before finally making Policenauts as Konami kept shuffling the Metal Gear dev between roles

While Hideo Kojima is best known for Metal Gear and Death Stranding these days, his older catalog includes many more cult classics – including graphic adventure games like Snatcher and Policenauts. As the latter game turns 32, the beloved director is taking the opportunity to remember just how long he had to wait to finally create it.
"I first came up with the concept [for Policenauts] when I was 26, right after the release of Metal Gear 2," Kojima says in a tweet. That'd be in 1990, which is a year Kojima has already spoken of as a tumultuous time in his own career. Metal Gear 2 was itself delayed so Kojima could help fix an "emergency situation" on an RPG spin-off of Snatcher, and it seems his role didn't stop shuffling once the stealth-action game was out.
"After that, I was transferred to a planning-focused department" at Konami, Kojima explains. "The following year, I moved to the Technical Research Institute. Then the PC Engine version of SNATCHER interrupted things, and the PC-9821 version [of Policenauts] was released when I was 30."
While Snatcher was released in English on the Sega CD (a release that now often commands $1,000 or more on the secondhand market), Policenauts was never officially released outside of Japan. Kojima apparently agrees with one fan saying that "it's a shame most people can’t play it without emulators and the translation patch," since he's retweeted the sentiment.
Many of Kojima's early games are locked up in some sort of limbo or other, as the publishing rights seem to remain with Konami. Kojima and Konami had a famously messy breakup after the launch of Metal Gear Solid 5, and while Metal Gear itself has proven a lasting enough brand for Konami to invest in various remakes and remasters, the likes of Policenauts and Snatcher are seemingly too niche to get the same treatment.
