Before you enter Cell Blocks, you've have to grapple up those two ledges and crawl through a vent right? Before you grapple to the vent, you can actually drop down into a small gated-off area. It's on the ground there.

I take it you're making your way through Administration presently? Later in the level, you'll get the beta code for the Crypto Sequencer. There's a room above the library (to the right of it on the map) where you have to use the Line Launcher - the room just before the crossed flaming beams. Instead of launching, drop down to find a beta Crypto Sequence box. Complete it, and the gas goes away.

The two prisoners in the library? Yeah, that took me a bit to figure out. In the second room - where the prisoners were actually held - grapple up the left balcony. The vent there can be crawled through even though it looks like it's just leaking gas.
