It's hard to recommend Pidgeot over Staraptor. The stats speak for themselves, plus the latter's Intimidate ability and Close Combat sweeten the deal. Also, Pidgeot takes two evolutions to get to roughly the same area that Fearow reaches at level 20, making it a longer path for similar results. Pidgey does keep learning moves for quite a while after its final stage, however, so there are still plenty of instances for it to soar.
