If you're in one of the countries where Call of Duty Mobile is currently available, navigate to the official Call of Duty Mobile page on the Google Play Store. Hit the "pre-register" button and shortly afterwards, you'll be notified when you're able to download the game.

For those not in a country where Call of Duty Mobile is available, you can still follow the above process but you'll have a longer wait on your hands. Unfortunately, nobody can download the game without pre-registering because it's in closed beta.
