You've been able to stream Xbox One games to Windows 10 devices ever since Microsoft's new operating system came out last month, but you had to get a bit tricky to keep them looking their best. Now Microsoft has updated the Xbox One PC app to support 1080p, 60 frames-per-second streaming with minimal fuss (not that the games themselves will necessarily run that well).
Your Xbox One app should update automatically once the new version goes live on the Windows Store. Once you see it's version 8.8.15003.00000 or higher, go into Settings > Game Streaming in the app and change its video encoding level to "Very High" to try it out. If you flip the switch and don't see any change, or if your Xbox One gameplay starts looking worse, keep in mind that the experience will only be as smooth as your home network conditions allow.
