Here's one even Fontaine doesn't know. He needed an infant, any infant. The more unknown, the more forgettable, the more likely to go unnoticed... well, the better. So he sent his associate, Tenenbaum, to bring a suitable subject back to him.
Who could have predicted that the pregnant stripper Tenenbaum paid off was also Andrew Ryan's secret mistress? Or that the baby she carried inside her was his?
Actually, based on this easy-to-miss audio recording, perhaps Fontaine knew exactly whose child he was stealing:

"That creepy Dr. Tenenbaum promised me it wasn't gonna be a real pregnancy, they'd just take the egg out once Mr. Ryan and I had... I needed the money so bad... But I know Mr. Ryan's gonna suss it out, gonna know I wasn't being careful... gonna know I sold the... Mr. Ryan's gonna be so mad at me..."
