We still know very little about Star Wars: The Last Jedi but in a recent Variety interview, Yoda's voice and former puppeteer Frank Oz, has said he's not allowed to say anything about the new film, explaining: "I would be happy to talk to you about it at the time they let me."
That kinda sounds like a yes. In the Variety interview, a question is asked about whether Oz will be reprising his role in the upcoming film, to which he relies, "I feel like I’m a prisoner at war here, and I can only give you my name, rank and serial number." It certainly sounds a lot like he could say something. Especially when he continues by saying, "to be true to the people who asked me, and they are kind of my family, I have to say I’ve been asked not to talk about it. I love Yoda. I would be happy to talk to you about it at the time they let me."
Make of that what you will. It could be that he's been asked to say nothing because he won't be in the film but the studio wants to preserve some mystery. However, given the rumours that Luke has significant screen time in this instalment, a flashback isn't out of the question. And, given the current trend for using CG to let actors playing their younger selves, that opens up a whole kettle of potential.
