Make your way through the Dust Palace and eventually you'll have to drop down an elevator shaft.
Proceed into the room beyond.
Head over to the monitor tower to the right of the objective.
If you look up, you'll spot a SIVA cluster behind a monitor.
Jump up and nab it.
