I was really looking forward to this, but unfortunately the publisher has decided to charge 69.99 USD in New Zealand, which is $30 outside of my price range.

That sucks, friend. My suggestion would be to get a friend on steam who lives in another country to buy the game for you for the regular price, then reimburse them for that. I have bought my US friend games from the UK steam store that were cheaper, so im sure it'll work for you.
