As you mentioned, Rockstar stated they would not be working with Team Bondi again in the future. Rockstar owns the LA Noire IP, so Team Bondi financial problems have nothing to do with whether or not LA Noire gets a sequel...

Sad news really but unsurprising. I hope Rockstar get to keep the face scan technology behind it and use it in future games. Imagine how incredible the next Red Dead (or fingers crossed, Bully) would be with it.
For those who haven't picked it up yet give LA Noire a try. It is my game of the year so far until the onslaught of Autumn games.
