Virtua Fighter 5:Final Showdown is the best fighting game I have ever played in terms of gameplay and pure fun (I have NEVER played an evenly matched game of SSFIV).
Every character also has completely different move sets and no one style or super-combo will defeat an imaginative player with lightning reflexes who knows how to play decently.
Throw in the amazing time you'll have trying to figure out your opponents online and the fact that there are THOUSANDS of costume configurations for EVERY character...and I think it starts to become a bit obvious it should be number one.
