You'll work them out for yourself when you know where to look, but here's one to get you started for mission 1:
In C:\Program Files\Eidos Interactive\Mucky Foot\StarTopia\missions\01
Edit the file mish01.txt, find the line that says:
set energy 75000
And change it to:
set energy 999999 (for example).
Start Startopia, select mision 01 and there you have it.
For other missions, where you don't have any energy until you build a collector, open the relevant misx.txt file, and find the bit that sets your energy to 100,000 after collector>0
You can also give yourself technology crates and stuff.
