Its good to note that on the IWHBYD skull, you have to do the whole level. Also some people say you need to jump through the rings towards the Prophet of Truth.

im in normal difficulty,trying to get the famine skull, im at the spot i can see/shoot it, but i cant get up onto the piller thingy, ive used ghost's &choppers but i still cant get up there
