Like Raichu, Clefable doesn't learn any new moves on its own. You'll need to stick with Clefairy for such attacks, or you can go the HM/TM route. According to Poke-lore, these critters can hear a pin drop from half a mile away, and use this exceptional hearing to avoid people at all costs. Can't imagine why, all we do is catch them, cram them into magical balls and force them to fight for our amusement. What's so wrong with that?
