Deoxys was difficult catch because you needed the Aurora Ticket in order to even get to it. This Mystery Gift was given out at Nintendo promotional events. While millions of people have purchased Pokemon games over the years, millions of people do not have access to these events. Really though, getting the Aurora Ticket was the hard "catch" here, since Deoxys appears at level 30. At this point in the game, you should have plenty of Pokemon that can trounce it.

Ah, these tough-to-catch Pokemon sure bring back some memories (though not all of them are good). To commemorate this Pokemon, we're giving away a Deoxys. It's too late to get an Aurora Ticket now (without cheating), so if you don't have a Deoxys of your own, this is a painless way to acquire one.
