Eeveelution names have a lot to do with their type.
Syl from sylph is not convincing to me. if its name is derived from sylph, why not name it sylpheon? what about the "v" in sylv? are we just going to ignore that? i don't think so.
i say it's a bug type because of its international names:
1. ENGLISH name: Sylveon - butterfly bows and bug-eyed look. there's a butterfly species named "parthenos sylvia." en.wikipedia.org/wiki/Parthenos_sylvia
2. FRENCH name: Nymphali - derived from "Nymphalidae" - largest family of diurnal butterflies.
3. GERMAN: Feelinara - derived from a german board game "Feelina," which involves butterflies. amazon.co.uk/Selecta-AG-3592-Feelina-selecta/dp/B001AZAG26

4. JAPANESE: Ninfia - possibly derived from Ninfa, which is a butterfly garden conservatory. or, "nymph" meaning an insect larva.
having said these, aside from it being a possible Bug-type, it could also be a Flying-type because butterflies can flutter and fly. or choosing the very obvious, it could be just a Normal-type. you never know. we can always speculate.
