See you guys forgot something, all three games are hallucinations brought on by immense consumption of pain killers. Max just THINKS he's a super cop that can make time slow down. This is the only explination for bullet time, plus no side effects to downing a whole bottle of pain killers every few minutes, and that that fixes his bullet holes.
Its actually just a really bad trip, that's why everything is ruined forever for Max. If he just would stop taking pain killers for a few hours he might wake up and realize what he's been doing for twelve years.
