Similar to what SakuyaFM posted, the player has two chances to collect the M-22 Eviscerator at Grissom Academy, imported a save in which you saved David Archer at the end of Project Overlord. The M-22 probably took the place of the Mattock because this was on a playthrough with my Vanguard.
No doubt, the weapon found in the security office is directly related to what class of character you're playing.
