Personally, I would have Blur 3rd. This game was released right into the Red Dead Redemption/Modnation Racers/Split-Second storm, and got simply ignored.
This is, without question after NFS: Hot Pursuit, the best Arcade style racer on both systems. What you fail to mention is the DEPTH...to beat the elite players, not only do you have to memorize the proper driving lines, but you also have to memorize the powerup layout AND be able to use them effectively and the right spots.
It's sure as hell a lot more complicated then just racing lines and breaking in a sim game.
