2. Luba bares all (Leisure Suit Larry: Magna Cum Laude - 2004 - PS2, Xbox, PC)
This bastard child of Leisure Suit Larry usually gets a bad rap, but it had more heart than most critics give it credit for. It also had more nudity than the previous seven LSL sex-comedy games combined, and when the script called for a full-on topless lesbian makeout scene, it didn't shy away.

This gratuitous-but-hot little scene takes place at the end of a storyline where the game's pathetic "hero," Larry Lovage, tries to reconcile with Ione, a girl he traumatized into swearing off men completely. Long story short, he leaves the room, Ione celebrates by making out with her superhot bisexual roommate Luba, and Larry sneaks back in and characteristically ruins everything. In the meantime, though, you've got the most explicit girl-on-girl scene ever to appear in a console game. And if that doesn't deserve a high place on this list, we don't know what does.
