Chi-Chi, Mai, Oozaru, Fu Lum, Piccolo - Finish Story Mode once.
Neo Piccolo - Beat Secret Act 2.

Entry Location:
Perform the following actions to unlock additional Acts (access them via Act Select after beating the game).

Secret Act 1 - Get an A or better on all 12 Acts.
Secret Act 2 - Beat Secret Act 1

Press and hold R+L on the Character Select screen and select a character to use the alternate costume.
