Anyone who's ever visited New York will know that Coney Island amusement park is quite a distance south of Manhattan Island - the other side of Brooklyn in fact. This tells us that GTA IV is not just set on Manhattan Island but also the surrounding area. Note the Ferris Wheel in the background seen in Rockstar's The Warriors game.
