can someone tell me where the heck I can find # 65 pokemone, driploom i think is its name, it is the last one I need to see to be able to get my dex. thanks

O.k. so I have beat the game and went to the to the house with the locked door and it still does not open in. do I have to have seen all 150 pokemon before that happens? I have seen 149. I have caught ukie, azelf, and palkia. HELP... thanks.
