No. It wasn't. I praised the action in Gears 3 and criticized the story. Perhaps you're thinking of David Houghton's piece comparing it to Spider-Man 3?

I played for a huge chunk (at least half) of last Thursday, Friday, Saturday and Sunday. Then finished after a few more hours on Monday night. I was only 50% done with Riddler collecting and still had two side missions to complete. 10 hours doesn't sound right to me at all, but maybe I'm just slow.
"We're still disappointed." I didn't say we agreed with the choice to make Syndicate a shooter, just that we understand it from EA's point of view. I loved strategy games in 1993, continue to love them today, and wish the new Syndicate could be more like the old Syndicate.
But it's not, and rather than continue to lament that fact in preview after preview, I decided it'd be more productive to analyze the game on its own merits, as what it actually is instead of what it could have been.

The criticism still stands, as that character steals too much time from the characters we want to see, but at least now I know it's not to accommodate another celebrity voiceover (ahem, Ice-T).
