"A Google Maps mashup that is building into a handy guide to the post-apocalyptic landscape with the help of community-minded gamers.

It is still incomplete (Fallout 3 is huge) but there are a lot of mission, ammo and interesting location pushpins already added. You can add your own if you discover something cool and of course you can turn off whole categories of data if you want to avoid mission spoilers but would still like to know if there is anything worth bothering about over that hill."

October was a big month for PC gamers because, unlike previous months where Blizzard and Maxis have owned the charts, there were several high profile PC-centric games releasing, including Fallout 3, Far Cry 2, Command & Conquer: Red Alert 3, and Crysis: Warhead.

Well, the NPD Group has released the monthly figures for PC titles, and it contains a couple surprises.
Microsoft acknowledged that things weren't going swimmingly back in July, when it announced that it would be making all of its Live services on the PC free, and it continues to retool its PC gaming efforts by giving its Games for Windows - Live client a bit of an overhaul." - Giantbomb.com Editor, Ryan

Pete Hines, vice president of public relations and marketing for Bethesda Softworks commented: 'Games for Windows LIVE helps us expand the Fallout 3 universe and bring the full experience directly to gamers. Through the Marketplace we now have a no-nonsense way to deliver updates and great downloadable content. It's really a complete package, and a great fit for Fallout 3.'"
The update doesn't introduce any new functionality--that is planned later on with the release of a desktop client as well as the Games for Windows - Live Marketplace. However, the update does give the GFW - Live client a whole new look that's better suited for PCs...

Developer Bethesda has made changes to the Japanese Fallout 3. The side-quest The Power of the Atom has been changed. Non-playable-character Mr. Burke has been taken out of this side-quest, removing the option of detonating the nuclear bomb. That's not all, the name of a weapon was changed as it was deemed "inappropriate" for Japan. Smart money says the weapon is mini-nuke launcher "Fat Man" for obvious reasons. The online reaction from the Japanese users seems to be largely disappointment to these edits. Fallout 3 goes on sale in Japan this December.
The most shocking example we've seen recently has been Tuesday's Election Day New York Times, where Fallout 3 was featured in a full-color, full-page ad (see below), taking up the coveted back cover spot of the paper's "A" section."

Glitches galore apparently... Fallout 3 isn't quite up to par on the PlayStation 3, if forums awash with enraged players are to be taken as indicative. Fans of the new game are more than a little miffed by some of the technical issues being reported around the PlayStation version of the new RPG-FPS.

Apparently, the title is the frequent victim of locks-ups, slowdown and other irritants. Bethesda have yet to reply, but if these incidents turn out to be widespread, one would expect a quick-fire patch and a few apologies.

You can enjoy all this unhappiness for yourself via the forums in question.

"Complaints of choppy frame rates and graphical glitches are peppered throughout Bethesda's forums for the game, with others complaining about random lock ups and various other issues - textures not loading, significant slowdown etc. Two major bugs have already been addressed by Bethesda in the forums, one concerning the game freezing during the GOAT test earlier in the game, and another dealing with the game pausing whenever a PS3 notification occurs. The first issue can apparently be solved by saving and restarting, while they suggest turning off notifications in the XMB for the second. "

"For Fallout 3's copy protection on PC, we use the same security model as we did for Oblivion - a simple disc check. We only use SecuRom's disc check functionality for copy protection. We do NOT limit the number of installs. We do NOT use online authentication or any other SecuROM functionality except for a disc check when you install the game and when you launch the game. We do not install any other programs and we don't have anything that runs in the background while you're playing the game."

"Some of you may instantly reply "Duh!" to that headline, but as a fan of the Fallout series, I wanted to get it all. The Amazon exclusive 'Survival Edition' was a pre-order special that cost a whopping $129.99 - that's right, a full fifty bucks more than the Collector's Edition. While the package itself is quite nice, the only thing you get in the Survival Edition that you don't get in the Collector's Edition is the Pip-Boy clock, and therein lies my problem."
In other words, you can earn points for your Live Gamerscore and even chat with people on your friends list with Fallout 3 on your PC.

The Achievements are identical to the Xbox 360 achievements. If you're really clever like me, you buy the PC version and rent the Xbox 360 version - double Achievements. (You can't rent PC games, unfortunately.)

"I always wondered why Bethesda chose to place a three in the title. If they had just named it "Fallout," wouldn't people's expectations have been altered? Fans would be happy with a new "Fallout" game and newcomers wouldn't have a barrier to entry.

...as "Fallout 3? ships to gamers this week, the question is still relevant. So, Pete, why call it "Fallout 3?""

But despite the numerous pre-release awards and hype amongst the press and gamers (not to mention the studio's stellar RPG track record), Bethesda was still awaiting today's official release with much anticipation.

"We're never really sure how these [reviews] will turn out," Bethesda PR boss told Edge in an e-mail. "So in general, we're always nervous/anxious."

A man who rides Washington, D.C.'s Metro underground rail system has written to the Washington Post to complain about poster ads for Fallout 3 which appear in the Metro Center station.

Joseph Anzalone criticizes the ads as well as Metro management for accepting them:

"In one ad, the Washington Monument and the American flags surrounding it stand ravaged, as if hit by missiles. In another, the Capitol dome is partially caved in, while the rest of the building and the city behind it lie in ruins.

The people of our city do not need a daily reminder that Washington is a prime target for an attack. We do not need a daily reminder of what our worst fears look like. Since any First Amendment objection would be irrelevant (the ads do not present a true viewpoint or political message and would therefore not be protected), there is no reason for these ads to be part of our daily panorama.

The ads should be removed, and the appropriate office at Washington Metropolitan Area Transit Authority should be directed to exercise better judgment regarding what can be displayed in our transportation system."
The PS3 version just looks SLIGHTLY WORSE than the other versions."

What makes this even more believable is that this is being reported by PSM, in their very own words

""Fallout 3's world looks incredible, tinged by the chill of the desolate, post-apocalyptic emptiness. But sadly, the PS3 version compares poorly to it's Xbox and Pc counterparts. It's not a deal breaker, but clearly the PS3 wasn't the lead platform - disappointing, since Oblivion looked better on the PS3."

Can I get the usual complaints out of the way now not to waste time?"
What should have been a review is actually a preview (the real review will come once Fallout 3 is released in Europe) because, it seems, Omar Boulon has had quite a hard time playing the game in proper conditions. Here are some excerpts...
I have to admit that the requirements are pretty forgiving, and won't cost one of your limbs. Some people though are too lazy to check the requirements against their own machine or even at times they have no clue what kind of PC they own. Heck I know some people who think Hotmail, and the Internet are the same thing. One of my favorite tools to use is systemrequirmentlab's Can You RUN It? The application will ease the process of determining if your PC can run a specific game. All you got to do is select the game, and bam! It does all the work for you. Recently they have uploaded Fallout 3, and you can now see or get confirmation if you have already manually determined, to see if your computer is ready to face post apocalyptic creatures."

Last week, "Fallout 3?product manager Pete Hines told me that some development studios now calculate that up to half of their customer support calls involve dealing with people who have pirated copies of the game.

That's bad.

Hines discussed the problem of piracy with MTV Multiplayer just days before, ironically, the Xbox 360 version of "Fallout 3? leaked. Piracy is still far more prevalent on the PC side, which has serious implications for studios like Bethesda Softworks, whose development bread-and-butter has been PCs."
The designer of Interplay's 1997 RPG masterwork Fallout is looking forward to the release of Bethesda's big budget open world sequel just like the rest of us.

But being involved so intimately with the birth of the Fallout franchise, he's hard-pressed not to analyze Fallout 3's development with a discerning eye.

Every sign, pillar and banner is an ad for Fallout 3 that urges DC citizens to consider the benefits of vault life before, I'm assuming, the impending apocalypse. I snapped a few crappy cell phone shots you can check out after the jump, but there were plenty more of these throughout the station along with large lit signs of screenshots for the game. Now, I have to go join some homeless men and start camping out in the metro system."
Visions of Deathclaws dance in the heads of RPG fans as they anxiously snooze in anticipation of the October 28 release of Fallout 3. Will series devotees consider it too different from the classic RPGs that spawned it? The original Fallout RPGs were modest commercial successes compared to their swords and sorcery contemporaries such as Baldur’s Gate; will developer/publisher Bethesda be able to replicate the blockbuster success it ...

"According to an interview with Pete Hines from Rock, Paper, Shotgun; the PC version of Fallout 3 will not come with a mod kit out the gate, and while he doesn't rule one out in the future, it's as good as locked in a vault for now.

Hines said that producing the mod tools takes a helluva lotta time and effort, and that people have become to accustomed to having them in Bethesda games, but this time, no dice."

Speaking to Edge, Bethesda has explained what it calls a "misconception" regarding the classification of Fallout 3 in the Australian region. Edge has also learned that due to concerns and issues raised in the process of international classification, Fallout 3 will not contain real world drug references in any territory.

Fallout 3 was originally refused classification by the Australian Office of Film and Literature Classification, citing among other reason the in-game use of "Morphine" in order to ignore limb pain. According to the Office's guidelines, "material promoting or encouraging proscribed drug use" is refused classification.

In mid-August, the OFLC announced that a revised version of the game had been granted a rating in Australia, thanks to edits that changed the context of the in-game drug use.

For those of you worried about playing catch up in the Fallout series before taking on Bethesda's latest entry in the franchise, don't fret. Pete Hines has assured PSU that new players should have no problem picking up Fallout 3 and jumping right in.

"Well, we make sure you don't have to have played the previous Fallout games to understand what's going on in Fallout 3," said Hines.

"Obviously the control scheme should be familiar with folks who have played a 1st or 3rd person game. That was one of the nice things I heard at PAX from a number of folks is that they felt like the basic controls were pretty intuitive and seemed to pick up on things like how to use the Pip-Boy or the V.A.T.S. combat system pretty quickly."

Hines told VideoGamer.com that "you have to take feedback from the people who are actually playing the game".

When asked how much the series' protective fan base figured in the development of the game, he replied: "Not much. When you're designing a game, you have this group of people on the inside who are working on it every day and who know everything about the decisions that are being made. You don't just take a chunk of that, throw it out to the community and say, "We don't know how this question works, so let's ask the fans". You're working and changing every day - it's a constant, fluid process. It's not like we say, "Okay, everything is done now, let's see what they say then go back and change it."

Pete Hines, product manager for Fallout 3 has said developing a game to suit the varying censorship needs of different countries is "frustrating".

Hines refused to talk specifically about the issues Fallout 3 faced with Australian censorship last month. But, on the topic of censorship in general, he told CVG: "The frustrating thing for us is that the standards and rules can be so varied across territories, that we work with five or six ratings agencies and each one has different 'hot buttons'."

He went on to explain: "In one place nudity is a big deal but violence is fine, and in another place drugs are a problem but nudity is fine.

Bethesda has channeled all of that in their PAX 08 swag hand-out for Fallout 3: a thick, pulpy booklet full of illustrations and informative blurbs. It's basically Bethesda's take on Black Isle's original concept, and boy, is it awesome.

This thing even has an old school map that you can fill in as you explore the world, as well as a few pages of blank note space. It's very cool - and you can check out the whole shebang below."

The biggest points to take away with you are that the essential nature of drug use in the game has not been altered dramatically:

'The drugs depicted are fictional; drugs are depicted as stylised icons on a menu with the drug use itself not depicted. Whilst navigating a post-apocalyptic futuristic landscape, players can invoke the use of a variety of "chems" listed by fictitious names which include "Buff", "Rad-X", "Psycho" and "Ultrajet". Within the context of the game's narrative, the player may choose to make use of these "chems" to alter the physiological characteristics of their character in the game.'"

XboxOZ360 reports:

Today the OFLC has revealed that Fallout 3 has been reclassified
for Australian standards to the MA15+ rating.

It is rated MA15 for: "Strong Violence, Drug Use, and Coarse Language"

Lets hope the alterations to the game are only just for the renaming of official drugs to fictional ones, and nothing more.

Rumor is that even with the earlier banning of the Fallout 3, we might still be recieveing the game around the same time it launches World Wide, so lets hope that us Aussies dont fall too far behind the rest of the gaming community!

What does this mean for us? It means we have faith in gaming developers that they will try and bring the games we are eagerly waiting for even if our rating system is flawed. It means that large developers are also pushing for a R18+ rating in Australia, and that can only be a good thing...

Speaking to VideoGamer.com at a recent roundtable interview in London, Bethesda Softworks vice president Pete Hines has confidently declared that Fallout 3 is a better game than the highly praised The Elder Scrolls IV: Oblivion.

Asked directly if he felt the review scores for Fallout 3 will beat those of The Elder Scrolls IV: Oblivion, Hines wasn't to be drawn on Fallout 3's review scores, but did express his confidence in the game.

"I don't have any doubts that on the whole, and I think this is a belief universally shared on the team that Fallout is a better game," said Hines. "But we're also not oblivious to the fact that we have a lot of extra baggage that we're carrying, being the guys picking up this franchise, that are re-imagining this series from 10 years ago, and there's something that comes along with that. We're very well aware of what we're up against."

He added: "I have no doubts in my mind that, at its core and for everything that it provides that Fallout is a better game than Oblivion was. For sure."

Bethesda's Peter Hines has explained why the software giants behind Oblivion and the forthcoming Fallout 3 use the Xbox 360, rather than PC or PlayStation as their main development platform.

Hines, who was in London to show off the mighty fine looking Fallout 3, told TechRadar that the Xbox 360 was very much Bethesda's lead machine on the title.
The new, friendlier version, will have the drug use removed that saw the game banned initially. Both EB and Game are currently taking pre-orders for the title. One representative from Game, contacted this Thursday night, said that he had read internal communications only an hour before that Fallout 3 would definitely be available this year.

IGN writes:
"The criteria we use to pick our E3 favorites are simple. With the exception of Best Non-Playable Presentation and Special Achievement in Innovative Design, all "Best of E3" nominees had to be playable on the show floor or at one of its related events. In other words, the game had to be manipulated in real-time and, additionally, could not yet be available for consumer purchase. Because these games are works in progress and not yet complete, winners are chosen based on the quality of the software at this stage, as well as its ultimate potential heading towards its future release. All editors that attended IGN were allowed to vote, and because our teams are split into platform teams, we also compiled system-specific lists in addition to our overall awards."
So no jail time for importing games that have been refused classification!"
