So he decided to approach nation building as though he were a very enthusiastic American of the 21st century.

 &lt;br&gt; He decided to ignore conventional research wisdom and instead rush straight toward the United Nations, so he could run it, and therefore set policy for the rest of the world.
 &lt;br&gt;
