As soon as you land and the mission starts, the first enemy to attack will have the arm you can take.

In the starting area, go to the far side of the street and slash the garbage can next to the canopy to find the data storage inside it.

When you enter the second area, the hammer wielding enemy will approach first and his arm is the one you want.

When you reach the civilian and the GRAD, there will be one enemy talking to the civilian that has the arm you need.

Right before the last fence you cut through to end the mission, there is a metal door on the left side that will open when you get close to it. Enter and follow the hallway around to the next room to the VR case.
