Help with a games required specs

The required specs for the game (Prototype) are:

Operating System: Windows® XP (with Service Pack 3) and DirectX® 9.0c or (Windows Vista® with Service Pack 2)
Video Card: 256 MB 3D hardware accelerator card required - 100% DirectX® 9.0c with Shader Model 3 support*
Processor: Pentium(R) Intel Core® 2 Duo 2.6 GHz or AMD Athlon 64 X2 3800+ or better
RAM: 1 GB of RAM for Windows ® XP / 2 GB Windows ® Vista systems
Hard Drive Space: 8 GB of uncompressed hard disk space (Plus 500MB for swap file.)
Sound Card: DirectX 9.0 ?compliant sound card
DVD-ROM: DVD-ROM

My PC's Specs are:

OS: Windows XP SP3
RAM: 1.5GB
Video Card: Nvidia GeForce 9400 w/ 512mb
Processor: Pentium Dual Core 2.8GHz
HD: over 50GB of free space
Sound card is DirectX 9 compatible

Question:
Why is the game still lagging like hell when I play it? I also noticed that sometimes it works well (No Lags) but after a few minutes (2-3) it lags again as ussual..The system also shuts down sometimes if I play the game..why is that?

Try either of both of the following:

Driver updates
Lowering the graphics settings (especially with your GPU)

These usually work. I've had similar problems with different games in the past, and if the former didn't work, the latter did.

is there a way to lock the fps through the console???
are you getting above 60 fps so you can just turn on v sync
also try turning down gfx to get better rates as well

Ive updated the drivers, there was a slight increase in performance but its still lagging..
Ive tried the lowest resolution, turned shadows and reflection to its lowest possibl setting..its still lagging..

Ive noticed one thing though, if I access the game immediately after the system boots up, the game runs normally but it only lasts for about 3-5minutes then it starts lagging again..

My screen refresh rate is at 75Hz and i tried turning vsync on but it still didnt change much..I also noticed that even facebook games like farmville are also lagging..what could be wrong? My Laptop's performance is better when it comes to internet games and its a very old laptop (768mb RAM and 1.4Ghz proc)..

I already reformatted the PC (bcoz of a virus) and reinstalled the OS so i really dont understand why its not performing..

Additional info...

I downloaded FRAPS and checked my FPS in the game and it only ranges from 5-7 FPS!!!

I really need help with this...

Your processor does not meet the system requirements.

Pentium D 2.8Ghz is not even close to being as good as a Core 2 Duo 2.66Ghz.
