They're wrong about the VS Seeker. Just east of Eterna City, there's this ninja kid. He gets stronger every time you pound him until he has two Lv 51 Golbats and a Lv 52 Crobat.
Still, it's good for Exp, despite the fact you don't get much money for beating him.

garchomp is right, i think that there is a aproxamently a 25% chance that the trainer that you fight will get stronger. i once batteled a fisherman late in the game that i hadn't fought before, i used the vs seeker right after, and he wanted to fight me again, this time he had lv 30 pokemon instead of the lv 10-15 pokemon that he was uses just a minute ago.
