Fighting The Guy With The Rock Shield

Here's an easy way to defeat the guy with the rock shield:
Get a car and throw it at him he will drop some of his rocks grab one of those rocks and throw it at him. His shield power will go down quickly. Repeat this and you will defeat him without getting badly hurt.
