There’s no official level-editor as of yet, but as in so many other cases a fan has nobly given up his time to make a free tool for people he’ll never meet, and who are probably horrible. It’s worth checking tinyurl.com/2xc4ca to see if there’s been a new version since we compiled our silver platter of digital delights. Because the editor loads the game engine, you’ll also need to do your level creation on a reasonably meaty PC.
